Move the three release caller stubs from the toolkit pin b209e43 (#18) to 69b85e5, the current v4 tag, keeping SHA pinning with the # v4 marker. This picks up: - #20 fix(release): close superseded old-version release PRs - stage-1 release-prepare now supersedes and closes any old-version bot-authored release PR (comments "Superseded by release PR #N", closes it, deletes its release/<version> branch), warns-and-skips non-bot release/* PRs, and fails loudly if a bot release branch's tip is not machine-generated. - #19 fix(templates): scope dependabot npm commits for the release policy. No behavior change to the pinned release-policy or any per-repo input.
